Women Club Meeting

On 23rd October, the Women’s Club team from BOSCO and its responsible officer, Ms. Walling, held a one-hour session on the Education Survey at the AHVJ Center in Tilak Nagar. The purpose of the session was to provide information about government school registrations, encourage children to attend school, and understand the reasons why some children have been unable to go to school. More than 22 women participated in this session.

Summary of Meeting with UNHCR Chief of Mission – 16 October 2025

On 16 October 2025, a meeting was held between Ms Arati Saini, Chief of Mission of UNHCR India, and refugee representatives including the Association of Hazara Voice for Justice (AHVJ). The meeting took place from 12 to 3 in the afternoon and was attended by officers from the Protection, RSD, and Resettlement departments. Ms Saini explained that due to a serious shortage of funds, UNHCR has reduced its staff by 38 percent, especially in the RSD and Resettlement sections. Health services and cash assistance have been reduced by 50 percent, and some educational and psychosocial programs have also been affected. The UNHCR office in Vasant Vihar has been vacated. Only three RSD officers are currently working. For the next year, UNHCR plans to continue basic services such as registration and legal aid, advocate with the Indian government for refugee rights, and seek more resettlement and complementary pathway opportunities. They also plan to support refugee-led initiatives and encourage voluntary repatriation for those who wish to return. However, UNHCR confirmed that the financial situation may worsen and that cash assistance may stop next year. Community representatives raised several concerns. Questions were asked about delays in Australian resettlement cases and the suspension of US resettlement cases. UNHCR replied that the delays are normal in many countries and advocacy with both governments continues. Concerns about refugees detained by FRRO Pune were also discussed. UNHCR confirmed they are aware and that legal follow-up is in progress. AHVJ also shared a list of refugees referred to Australia and the US and others still in the resettlement process. UNHCR reminded everyone that all services are free and requested that any cases of money being asked from refugees be reported immediately. The meeting ended with an assurance that UNHCR will continue its support and advocacy within its limited resources.

Brief Report on the Quarterly Meeting and Memorial Event for the September 25 Incident

On Sunday, October 5, the Association organized its quarterly reporting and feedback meeting at the Tilak Nagar Center. The session covered updates on the Association’s recent activities as well as new developments from UNHCR over the past three months. Participants also took the opportunity to share their concerns, challenges, and constructive suggestions. The meeting further included an information session about employment opportunities and the number of Australian visa placements available. In conclusion, a candlelight vigil and poetry recital were held in remembrance of the tragic events of September 25.

Brief Report on the Awareness Session by ARA Trust on the TBB Program at Tilak Nagar Center

On Friday, September 26, ARA Trust conducted an awareness session on the TBB program. During the session, the lawyers mainly focused on the application process and key requirements, emphasizing the importance of submitting a complete application that includes all relevant details such as education, work experience, and personal information. The ARA Trust team also shared that a number of job applications submitted through TBB have already been accepted and are currently under process. Furthermore, they highlighted that refugees who receive a job offer from any foreign country may contact ARA Trust for assistance with the visa process and other related application procedures.

Message of the Hazara Voice for Justice Association on September 25 – Hazara Genocide Memorial Day

September 25 is the day we honor the victims of the Hazara Genocide. Throughout history, Hazaras have faced discrimination, massacres, and forced displacement—from Abdur Rahman Khan’s atrocities in the 19th century to recent attacks on our mosques, schools, and communities. The suffering of our people still continues. This day is not only about remembering the past but also reflects today’s reality. Thousands of Hazara families, especially in India, live as refugees under difficult conditions, yet they continue to raise the voice of justice. The Hazara Voice for Justice Association reaffirms its commitment to preserve the memory of the victims and to struggle for the rights, dignity, and justice of Hazaras everywhere. We also call on human rights organizations to recognize these tragedies and hold the perpetrators accountable. Eternal be the memory of all victims of the Hazara Genocide. The Association of Hazara Voice for Justice (AHVJ) was founded in 2020 in New Delhi, India, by a group of Hazara refugees with the aim of advocating for the rights of Hazara refugees living in India. This association is a social-cultural, independent, non-political, and non-profit organization, comprised of individuals from various sectors of the Hazara community, including intellectuals and influential figures. The activities of this institution are organized with consideration of the realities of the community, promoting coexistence, and adhering to the laws and policies of both the UNHCR and the government of India. The association acts as a liaison between refugees and relevant refugee organizations. All activities within this association are voluntary, with a focus on supporting refugees through cultural, educational, and advocacy efforts. The association respects and complies with all applicable laws of the host country, international laws, conventions, protocols, and other accepted agreements regarding refugees, as well as the Universal Declaration of Human Rights.
